Science and technology indicators are essential instruments in order to measure and to understand the national and international efforts in knowledge production. In the last ten years theoretical frameworks and empirical experiments on STI Indicators grew up, because of the emerging needs expressed by scholars, policy makers and stakeholders on measures able to identify changes in national research and innovation systems, to understand internationalisation and integration processes within the public sector of research, as well as to highlight new modes of knowledge production. 

Recent developments within PRIME showed that more work on indicators is still needed for both substantive contents and for new organisations (such as higher education institutions and research networks), which must be characterised. 

The Rome Winter School on Science, Technology and Innovation Indicators in the Move Toward the ERA, derives from the extensive PRIME research activity in the field. The aim is to supply a short rather intensive training period to Phds and post-doc students on the fundamental and new development of STI Indicators in order to build, reinforce and up-to-date the competences on the field. The School wants to outline input-output and positioning indicators approaches, relying on lectures and on demonstrations, in order to joint “practices” to the traditional presentations. Moreover it became evident that indicators must be useful for policy purposes. This means also to move from the solely macro-analysis to a more micro approach, as well as to deal with the problem of more timely information.
